20210130 コロナで加速する日本の少子高齢化

日本の緊急事態宣言は、人口10万人当たりの直近7日間新規感染者数25人以上(ドイツの目線50人より2倍厳しい)、病床使用率50%以上、PCR検査における陽性率10%以上、感染経路不明割合50%以上など、6つの指標から判断して発令されています。全国の新規感染者数は1月8日の7,882人をピークに、足元はその半分以下に減速していますが、現在11都府県で発令されている緊急事態宣言は、当初予定の2月7日から3月7日まで延長されそうな情勢です。

とはいっても、日本の状況はそんなに悪いわけではありません。日本でのワクチン接種開始は2月下旬と一見出遅れているように見えますが、医療従事者や高齢者などの優先接種に続く一般の人への接種は5月には開始できる見込みです。また、平年の死者数を上回るいわゆる「超過死亡」で見ると、ドイツ、英国、オランダなどの欧州主要国の多くで、超過死亡者数とコロナによる死亡者数がほぼ同水準となっているのに対し、日本では超過死亡がほとんどありません。総務省統計局の人口動態データで見ても、2019年(3~7月)の死者数は月平均110.2千人だったのに対し、2020年(同時期)は108.9千人と1.2%減少しています。高齢者がコロナ禍で外出を控えたためと推察されますが、冬場に入ってからも通常のインフルエンザが急減しているため、超過死亡のない状態が続いている模様です。

コロナは死者数を増やしているわけではないものの、もともと減少傾向にある出生数は確実に下押ししています。厚生労働省の妊娠届出数(2020年1~10月)が前年比▲5.1%と非常に低調なため、出生数は2019年の89.6万人に対し、2020年は83万人あたりに減少した可能性が高く、2021年には80万人割れが懸念されています。日本における「少子」&「高齢」化がコロナによって大幅に加速していると言えるわけです。デジタル化やリカレント教育による生産性向上や健康増進などの自己変革を、現役ビジネスマンである我々自身が、しっかりその分加速させていくしかないということだと思います。

Die Ausrufung des Ausnahmezustands in Japan erfolgt auf der Grundlage von sechs Indikatoren, darunter die Zahl der 7-Tage-Neuinfektionen pro 100.000 Einwohner von 25 oder mehr (doppelt so streng wie die deutsche Vorgabe von 50), die Auslastung der Krankenhausbetten von 50 % oder mehr, die Positivrate bei PCR-Tests von 10 % oder mehr und der Prozentsatz der Personen mit unbekanntem Infektionsweg von 50 % oder mehr. Die Zahl der Neuinfektionen landesweit erreichte am 8. Januar einen Höchststand von 7.882 und hat sich auf weniger als die Hälfte dieser Zahl verlangsamt, aber die Notstandserklärung, die derzeit in 11 Präfekturen in Kraft ist, wird nun höchstwahrscheinlich vom 7. Februar bis zum 7. März verlängert.

Die Situation in Japan ist jedoch nicht so schlimm. Der Beginn der Impfung in Japan ist ziemlich spät, nämlich Ende Februar, aber es wird erwartet, dass die Impfung der allgemeinen Bevölkerung im Mai beginnt, nachdem vorrangig medizinisches Personal und ältere Menschen geimpft wurden. Betrachtet man die so genannten "überzähligen Todesfälle" im Vergleich zur normalen Zahl der Todesfälle, so sind die Zahl der überzähligen Todesfälle und die Zahl der Todesfälle aufgrund von Corona in vielen großen europäischen Ländern wie Deutschland, Großbritannien und den Niederlanden fast gleich, während es in Japan fast keine überzähligen Todesfälle gibt. Laut den demografischen Daten des japanischen Statistikamtes lag die Zahl der Todesfälle im Jahr 2019 (März bis Juli) bei durchschnittlich 110,2 Tausend pro Monat, während die Zahl im Jahr 2020 (für den gleichen Zeitraum) 108,9 Tausend betrug, was einem Rückgang von 1,2 % entspricht. Es wird vermutet, dass dies darauf zurückzuführen ist, dass ältere Menschen aufgrund von Corona nicht mehr auf die Straße gehen, aber der Trend scheint sich über den Winter fortzusetzen, da die normale Grippe fast verschwunden ist.

Obwohl Corona die Zahl der Todesfälle nicht erhöht, drückt es definitiv die Zahl der Geburten, die ohnehin schon rückläufig war. Da die Zahl der Schwangerschaftsmeldungen des Ministeriums für Gesundheit, Arbeit und Soziales (Januar-Oktober 2020) sehr schwach ist und im Vergleich zum Vorjahr um 5,1 % gesunken ist, dürfte die Zahl der Geburten im Jahr 2020 auf etwa 830.000 zurückgegangen sein, verglichen mit 896.000 im Jahr 2019, und es gibt Befürchtungen, dass die Zahl im Jahr 2021 unter 800.000 fallen wird. Dies ist nichts anderes als eine dramatische Beschleunigung der "niedrigen Geburtenrate" & "Alterung" der japanischen Gesellschaft durch Corona. Ich glaube, dass wir als aktive Geschäftsleute keine andere Wahl haben, als unsere eigenen Selbstreformen entsprechend zu beschleunigen, wie z.B. Produktivitätssteigerung durch Digitalisierung plus Weiterbildung und mehr Anstrengungen zur Verbesserung unserer Gesundheit.

The declaration of a state of emergency in Japan is issued based on six indicators, including the number of 7-days new infections per 100,000 inhabitants of 25 or more (twice as strict as the German target of 50), the hospital bed utilization rate of 50% or more, the positive rate in PCR testing of 10% or more, and the percentage of people with an unknown route of infection of 50% or more. The number of new infections nationwide peaked at 7,882 on January 8 and has slowed down to less than half of that number, but the emergency declaration currently in effect in 11 prefectures is now highly likely to be extended from February 7 to March 7.

However, the situation in Japan is not that bad. The start of vaccination in Japan is rather late, in late February, but the vaccination of the general public is expected to start in May, following the priority vaccination of healthcare workers and the elderly. Looking at so-called "excess deaths" over the normal number of deaths, the number of excess deaths and the number of deaths due to Corona are almost the same in many major European countries such as Germany, the UK, and the Netherlands, while there are almost no excess deaths in Japan. According to the demographic data from the Statistics Bureau of Japan, the number of deaths in 2019 (March to July) averaged 110.2 thousand per month, while the number in 2020 (for the same period) was 108.9 thousand, a decrease of 1.2%. It is presumed that this is because the elderly has refrained from going out due to Corona, but the trend appears to continue through winter as the normal influenza has plummeted.

Although Corona is not boosting the number of deaths, it is definitely pushing down the number of births, which has already been declining. Since the number of pregnancy notifications by the Ministry of Health, Labor and Welfare (January-October 2020) is very weak, down 5.1% from the previous year, the number of births is likely to have declined to around 830,000 in 2020, compared to 896,000 in 2019, and there are concerns that the number will fall below 800,000 in 2021. This is nothing but a dramatic acceleration of the "low-birthrate" & "aging" of Japanese society by Corona. I believe that we, active businesspersons, have no choice but to accelerate our own self-reform accordingly, such as productivity enhancement through digitalization and recurrent education and health improvement efforts.
