20210807 日独消費者物価指数を比べてみた

 本邦総務省は、消費者物価指数(CPI)の基準年切り替え( 2015 年⇒ 2020 年)作業を進めていますが、直近 2021 年 6 月のCPIは前年同月比▲0.5%と▲0.7%pt 程度の下方改定となる模様です。今年4月以降大幅に低下した携帯電話通信料のウェートが2.3%から2.71%へと引き上げられることによる影響が大きいようですが、日本のデフレ圧力が今まで見えていた以上に手ごわいものだったということです。ドイツの直近7月CPI(2015年基準)が前年同月比+3.8%も上昇して不安視されていますが、私などは「インフレが死滅していなくて羨ましいな」と思ってしまいます。

折角の機会なので日独のCPIウェート(ドイツ%対日本%)を比較してみました。最大の特徴は、日本の食品・飲料のウェートがドイツと比べて格段に高い(9.7対20.5)ことです。恐らく日本の野菜の値段が高く(1.1対2.9)、ドイツでは米(0.0対0.6)と魚(0.3対2.0)をほとんど食べないことが影響しているようです。また、酒・たばこの日独ウェート差(3.8対1.2)は日独の寿命格差(81.7歳対84.3歳)の一因になっているように思われます。家賃負担はほぼ同じくらい(20.7対21.5)なのですが、ドイツは光熱費がかさみます(10.5対6.9)。自動車関連費用は、車社会のドイツで大きく(10.3対8.7)、教育費は、高校・大学の授業料や塾への謝礼が嵩む日本で大きくなっています(0.9対3.0)。私は夫婦+子供二人の標準世帯の形で、日本とドイツの両方で長年暮らした経験がありますが、これらは当時の生活実感ともジャストフィットするものです。

東京オリンピックは、世界の選手たちに4年に一度しかない貴重な活躍の舞台を提供し、世界の人々に多くの感動を残してくれたものの、当初期待していたような「コロナ克服の象徴」「(観客に対する)おもてなし」「2兆円の経済効果」は実現できず、コロナで再発したデフレからの脱却はますます難しくなっています。マクロなイベントや政策に頼ることなく、私たち一人一人が自分を磨いて成長していくしかないということでしょう。オリンピックで熱烈に応援し面白いと思った競技をこの機会に自分でも始めてみる、というミクロな行動こそ、需要創出と健康増進の両面から祖国に貢献できる道ではないかと思います。

Das japanische Ministerium für innere Angelegenheiten und Kommunikation ist dabei, das Basisjahr für den Verbraucherpreisindex (VPI) von 2015 auf 2020 umzustellen, und es wird erwartet, dass der jüngste VPI für Juni 2021 um etwa 0,7 Prozentpunkte auf -0,5 % gegenüber dem Vorjahr nach unten korrigiert wird. Dies dürfte vor allem auf eine Erhöhung der Gewichtung der Mobilfunkgebühren von 2,3 % auf 2,71 % zurückzuführen sein, die seit April dieses Jahres stark gesunken sind, bedeutet aber auch, dass der Deflationsdruck in Japan ernster ist als bisher angenommen. Der jüngste deutsche VPI für Juli (Basisjahr 2015) stieg um 3,8 % gegenüber dem Vorjahr, was Anlass zur Sorge gibt, aber ich bin eher neidisch, dass die Inflation überhaupt nicht tot ist.

Ich habe die Gelegenheit genutzt, um die Gewichtung des VPI zwischen Japan und Deutschland zu vergleichen (deutscher %-Wert vs. japanischer %-Wert). Das Hauptmerkmal ist, dass die Gewichtung von Nahrungsmitteln und Getränken in Japan viel höher ist als in Deutschland (9,7 vs. 20,5). Dies ist wahrscheinlich auf den höheren Preis von Gemüse in Japan (1,1 vs. 2,9) und die Tatsache zurückzuführen, dass die Menschen in Deutschland sehr wenig Reis (0,0 vs. 0,6) und Fisch (0,3 vs. 2,0) essen. Auch der Gewichtsunterschied bei Alkohol und Tabak (3,8 vs. 1,2) scheint zum Unterschied in der Lebenserwartung zwischen Japan und Deutschland (81,7 vs. 84,3 Jahre) beizutragen. Die Mietbelastung ist etwa gleich hoch (20,7 vs. 21,5), aber die Nebenkosten sind in Deutschland teurer (10,5 vs. 6,9). Die Ausgaben für das Auto sind in Deutschland, das eine auto-orientierte Gesellschaft ist, höher (10,3 gegenüber 8,7), und die Ausgaben für Bildung sind in Japan höher, wo die Schul- und Universitätsgebühren und die Gebühren für Nachhilfeschulen teurer sind (0,9 vs. 3,0). Ich habe viele Jahre sowohl in Japan als auch in Deutschland in einem Standardhaushalt mit einem Ehepaar und zwei Kindern gelebt, und diese Zahlen entsprechen genau dem, was ich damals in meinem täglichen Leben empfunden habe.

Die Olympischen Spiele in Tokio boten den Athleten der Welt eine wertvolle Bühne, die nur alle vier Jahre stattfinden kann, und berührten viele Menschen in der Welt, aber das "Symbol der Überwindung von Corona", die "Gastfreundschaft (für die Zuschauer)" und der "wirtschaftliche Effekt von 2 Billionen Yen", den wir uns ursprünglich erhofft hatten, blieben aus. Es wird immer schwieriger, aus der Deflation auszubrechen, die durch Corona wieder entstanden ist. Jeder Einzelne von uns muss sich selbst verbessern und wachsen, ohne sich auf makroökonomische Ereignisse und Politiken zu verlassen. Ich glaube, dass Mikro-aktivitäten, wie z. B. selbst eine Sportart anzufangen , die man bei den Olympischen Spielen mit Begeisterung verfolgt und interessant gefunden hat, ein vernünftiger Weg ist, um einen Beitrag zu unserem Vaterland zu leisten, sowohl was die Schaffung von Nachfrage als auch die Gesundheitsförderung angeht.

Japan's Ministry of Internal Affairs and Communications is in the process of switching the base year for the Consumer Price Index (CPI) from 2015 to 2020, and the latest CPI for June 2021 is expected to be revised downward by about 0.7 percentage points to -0.5% YoY. This is likely to be largely due to an increase in the weighting of cell phone communication charges from 2.3% to 2.71%, which has fallen sharply since April this year, but it also means that deflationary pressures in Japan are more serious than previously thought. Germany's most recent CPI for July (based on 2015) rose +3.8% YoY, which is causing some concern, but I am rather envious that inflation is not dead at all.

I took this opportunity to compare CPI weightings between Japan and Germany (German % vs. Japanese %). The main feature is that the weight of food and beverages in Japan is much higher than in Germany (9.7 vs. 20.5). Probably this is due to the higher price of vegetables in Japan (1.1 vs. 2.9) and the fact that people in Germany eat very little rice (0.0 vs. 0.6) and fish (0.3 vs. 2.0). Also, the weight difference in alcohol and tobacco (3.8 vs. 1.2) seems to contribute to the life expectancy gap between Japan and Germany (81.7 vs. 84.3 years). The rent burden is about the same (20.7 vs. 21.5), but utilities are more expensive in Germany (10.5 vs. 6.9). Car-related expenses are greater in Germany, which is a car-oriented society (10.3 vs. 8.7), and education expenses are greater in Japan, where high school and university tuition and cram school fees are more expensive (0.9 vs. 3.0). I have lived for many years in both Japan and Germany as a standard household consisting of a couple and two children, and these figures are a perfect match with what I felt in my daily life at the time.

The Tokyo Olympics provided the world's athletes with a valuable stage to perform, which can be held only once every four years, and touched many people of the world, but it failed to realize the "symbol of overcoming Corona," "hospitality (for spectators)," and "2 trillion yen economic effect" that we had initially hoped for. It is becoming increasingly difficult to break out of the deflation that recurred due to Corona. Each and every one of us will have to improve ourselves and grow without relying on macro events and policies. I believe that micro-activities, such as starting a sport by yourself that you enthusiastically enjoyed watching and found interesting at the Olympics, is a reasonable way to contribute to our homeland in terms of both demand creation and health promotion.
