20220326 ウクライナ危機に伴う小麦価格高騰への対策

ウクライナ危機をきっかけに、二つのF(FuelとFood)が問題になっています。ドイツでも最初は天然ガスとガソリンで大騒ぎだったのですが、その後、主食のパンを直撃する小麦の大幅な価格上昇についての話題がじわじわ広がっています。

小麦の生産量でみると、世界に占めるロシアのシェアは10%(世界4位)、ウクライナが3%(7位)とそれほど大きくないように見えてしまいますが、これはEU(生産17%~1位/消費13%~2位)、中国(17%~2位/18%~1位)、インド(13%~3位/13%~3位)など、自分で大量に消費する国も含めて世界で幅広く小麦が栽培されているためです。輸出量に絞ってみると、ロシアが19%(1位)、ウクライナが10%(5位)と合計3割ものシェアを占めていますので、その供給に不安が持たれると小麦価格は上昇します。ウクライナ危機勃発以降、小麦の国際取引価格は4割程度上昇しており、小麦の輸入量が多いエジプト、インドネシア、トルコ、中国にとっては厳しい展開となっています。

日本の小麦は8割強を輸入に頼っていますが、その47%が米国、37%がカナダ、16%がオーストラリアからのものとなっています。円安とのダブルパンチで値段はかなり上がるでしょうが、小麦自体が手に入らなくなる心配はありません。2月のCPIの中身を見ると、コメの値段がちょうどうまい具合に前年比5%くらい下がっています。この機会にパンやラーメンを控えて、日本のおコメにどっぷり浸る生活に切り替えてしまうというのがいいような気がします。

Im Zuge der Ukraine-Krise sind “Zwei Fs” (Fuel and Food) zum Thema geworden. Auch in Deutschland ging es zunächst um Erdgas und Benzin, doch seither spricht man langsam über den drastischen Preisanstieg bei Weizen, der das Grundnahrungsmittel Brot direkt betrifft.

Gemessen an der weltweiten Weizenproduktion mag der Anteil Russlands mit 10 % (Platz 4 in der Welt) und der Ukraine mit 3 % (Platz 7) nicht so groß erscheinen. Das liegt daran, dass Weizen in der ganzen Welt angebaut wird, auch in Ländern, die selbst große Mengen verbrauchen, wie die EU (17 % - Platz 1 in der Produktion / 13 % - Platz 2 im Verbrauch), China (17 % - Platz 2 / 18 % - Platz 1), Indien (13 % - Platz 3 / 13 % - Platz 3). Bei der Betrachtung des Exportvolumens kommen Russland und die Ukraine auf einen Anteil von insgesamt 30 %, 19 % (Platz 1) bzw. 10 % (Platz 5). Die Weizenpreise werden also steigen, wenn es Sorgen um das Angebot gibt. Seit dem Ausbruch der Ukraine-Krise ist der international gehandelte Weizenpreis um etwa 40 % gestiegen, was für Ägypten, Indonesien, die Türkei und China, die große Weizenimporteure sind, eine schwierige Entwicklung darstellt.

Japan ist für mehr als 80 % seines Weizenbedarfs auf Einfuhren angewiesen, von denen 47 % aus den Vereinigten Staaten, 37 % aus Kanada und 16 % aus Australien stammen. Ein Blick auf den Verbraucherpreisindex für Februar zeigt, dass der Preis für Reis im Vergleich zum Vorjahr um etwa 5 % gesunken ist, wie es auch sein sollte. Ich denke, dies ist ein guter Zeitpunkt, um Brot und Ramen zu reduzieren und zu einem Lebensstil überzugehen, der ganz auf japanischen Reis ausgerichtet ist.

In the wake of the Ukraine crisis, the two Fs (Fuel and Food) have become an issue. In Germany, too, the initial fuss was about natural gas and gasoline, but since then, talk has been slowly spreading about the drastic price increase of wheat, which directly affects the staple food, bread.

In terms of global wheat production, Russia's share may not seem so large, at 10% (4th in the world) and Ukraine's 3% (7th). This is because wheat is widely grown around the world, including in countries that consume large quantities themselves, such as the EU (17% - 1st in production / 13% - 2nd in consumption), China (17% - 2nd / 18% - 1st), India (13% - 3rd / 13% - 3rd). When narrowed down to export volume, Russia and Ukraine account for a total of 30% share, 19% (No. 1) and 10% (No. 5), respectively. So wheat prices will rise if there is any concern over its supply.
