On October 30, the European Central Bank (ECB) announced that it would advance the project for a central bank digital currency, the “Digital Euro,” to the next stage. The preparatory phase, which had been underway since November 2023, has now been completed, and the initiative is moving into “Preparatory Phase 2.” This stage encompasses the development of the technical infrastructure, the design of the regulatory framework, and consultations with relevant stakeholders. If the necessary legislation is enacted by 2026, pilot operations could begin by mid-2027, with the first official issuance possible as early as 2029. The Digital Euro is intended to complement cash and to embody a next-generation form of currency distinguished by simplicity, reliability, and strong privacy protection. Development costs are estimated at approximately €1.3 billion, with annual operating expenses of around €320 million, expected to be covered by seigniorage revenues. The project is regarded as a strategic initiative to strengthen Europe’s monetary sovereignty and economic security. It also aims to reduce reliance on non-European companies such as Visa and Mastercard, while countering U.S. stablecoins and China’s digital renminbi. Nevertheless, significant concerns remain, particularly in Germany, where the protection of privacy and the strong trust in cash have led to widespread skepticism. According to an online survey conducted by the respected polling institute Civey, about 75 percent of respondents expressed strong opposition to its introduction.
For Japanese expatriates living in Germany, the most immediate impact would likely be the improved convenience of remittances to Japan. With the Digital Euro, cross-border transfers could be executed more quickly and at lower cost, potentially alleviating the stress of cumbersome procedures, fees amounting to several thousand yen, and delays in settlement.
On the other hand, the new currency could severely affect the revenue structures of banks. Smaller financial institutions in particular may face risks of capital outflows or system disruptions as the Digital Euro becomes widespread. It is therefore essential that the institutional design gives due consideration to financial stability and cybersecurity. As someone intending to reside in Germany for the long term, I strongly hope for a cautious and transparent framework that ensures the reliability of the Digital Euro as a trustworthy infrastructure.
